DESERVE - Delivering Services in Remote and Rural Areas: A Transnational Exchange of Ideas and Practices is Northern Periphery Programme funded project.

The funding of DESERVE Finland has been secured by NPP (74,9%), Ministry of Interior (in connection with Nordic-Sottish action plan ~21%), and Regional Council of North Karelia, Joint authority of Kainuu Region and Rural Advisory Center.

The DESERVE project sought to establish the transferability of models of service delivery to remote and rural areas among the
participating partner regions within the Northern Periphery. Each

participating region have implemented a project in their native region utilising a model, or elements of various models, previously tested by partners in their own regions. The emphasis has been on models of service delivery to remote and rural areas rather than on the specific services provided in these areas. The rationale for this being that sectors may be able to learn lessons from one another. Partners has also been keen to establish the extent to which models must be adapted to suit local contexts. The long term view has been that the models ‘borrowed’ from partners are mainstreamed across the Northern Periphery partnership.

Click the picture, so you can see bigger involved in the development and delivery of rural services and worked closely with the LEADER groups that were active in their areas. Academic staff from the two universities of Oulu and Joensuu arranged joint workshops attended by officials from administrative level and local associations at which improvements for local strategies through the transfer of models from the DESERVE partners were discussed. In order to become better acquainted with the models, representatives from the targeted group from rural associations, rural development projects, LEADER programmes and regional bodies participated in a series of study trips/international conferences. A total of 120
individuals participated in these experiences.
The second target groups were the inhabitants in the villages in the rural regions of Kainuu and North Karelia who would be able to benefit from ITC points and alternative delivery methods of health and social services in their villages. Six mini pilots were developed in Kainuu which contributed to the improvement of access to services at a local level. The Pro Agria Kainuu developed the Expert Register of Kainuu women, Click the picture, so you can see biggerimproving it based on a customer survey and developed training modules. A number of these mini projects have been mainstreamed and the rural
communities continue to receive the benefits of innovative manners of delivery of services developed from the NPP DESERVE models. Kainuu and North Karelia LEADER programmes both financed new examples of service delivery which borrowed from DESERVE models. A total of 1,855 individuals were directly involved in the activities and study trips during the period of the project.
Finnish team has also provided inputs to the for the monitoring and evaluation system for the entire transnational project.

The main objectives of the project have been:

  • To improve the viability of service provision
  • To test the transferability of models of rural service delivery among partners by implementing models employed in other partner regions: transferring and testing ideas and practices
  • To establish the extent to which these models must be adapted to suit regional contexts: how flexible they are and what barriers to success exist
  • To improve the delivery of services to remote and rural areas within the northern periphery region
  • To improve accessibility of services within the northern periphery region by mainstreaming the new approaches across the transnational partnership area Click the picture, so you can see bigger

Equality of access to rural services has been the ultimate aim of this proposed project. An important element of the testing of models of service delivery will be ensuring gender equality.
In DESERVE Finland particularly the gender aspect will be considered at several levels:

  • Special measures will be designed and implemented for home economies.

DESERVE generally, and especially DESERVE Finland and DESERVE Scotland are strongly connected to the Nordic-Scottish Action Plan for regional co-operation, relating to practical co-operation in regional development, regional policy in rural and peripheral areas.
